smooth user interface application in Windows

i want to develop a desktop application . please someone guide me through this:

• i want to make advnaced animations in my app.


• want to make menu and navigation bar and have to navigate to many pages


• want to run a video in it.


• smooth and well guided user interface is needed


• it should not depend upon any external software to run

like an interactive application, i plan to make it in Flash. is it possible. Bu, heard that Flash is being taken by HTML5, so is it possible to make this in HTML5 as an executable instead of running in Browser. please provide some suggestions on this.
