Making an interactive web game where 2 players have different screens to interact with

I don't know where to start but I want to make a game where the first player can have a question and list of answers. The second player only have list of answers. The first player will say the words of the question to the second player. The second player has to guess which is the correct answer based on the answer that the first player has chosen. If the second player's answer match the first player's then the second player won. Now my question is, I am trying to use a web platform where two persons hold their own devices, which set of technology to use? I am thinking about using html5, css, server side js, and parse. But I don't know which to go on making the interactive part. Could someone show me the concept of making an interactive game where two persons connect through a server or a network, please? Thank You.
