What is the difference between the CSS selectors ~ and + (tilde and plus)?

Good day everyone, I was just wondering what the difference between the CSS selectors ~ and + is. If I write a CSS rule like: ul ~ p, it will select all the p-elements that follow an ul-element, and if I I use ul + p, it will do exactly the same, no? Can someone explain in detail what the difference is between those two element selctors? Thank you!
